According to the MFAD's general consular-services page, applications for personal documents (ID card and passport) can be submitted at Kosovo's diplomatic/consular missions (this has been possible since May 2011). IMPORTANT: the Embassy's own Australia page states that the Canberra consular service does NOT currently offer the passport and ID service, and that it is expected to become operational 'soon' - so before relying on it, contact the embassy directly (phone +61 2 6286 1629, consulate.canberra@rks-gov.net) to confirm the current status. The Canberra consular service IS authorised to issue an emergency return travel document (fletudhetim) for Kosovo citizens whose passport is lost, stolen, damaged or expired, and for newborns with at least one Kosovo-citizen parent who need to travel to Kosovo. To apply you generally need: an application, a police report (if lost/stolen), a copy of a Kosovo document proving citizenship plus a photo-ID document, the damaged travel document (if any), and an ICAO-standard photo. It is issued within 48 hours and is valid 30 days from issue. Appointments are made in advance; documents may be submitted in person or by clearly scanned email as instructed by consular staff.

Civil certificates online: Kosovo citizens (or persons born in Kosovo) already registered in the Central Civil Status System can obtain civil-status certificates online through the eKosova platform (www.rks-gov.net). These carry an electronic signature and are equivalent to certificates issued by municipal Civil Status Offices. If you do not have a personal number or have not updated your data in the electronic system, you must first do that in person at the Civil Status Office of the relevant municipality in Kosovo. Before using a certificate before Australian authorities, check whether legalisation/apostille is required. Registering civil events that happened abroad: the Canberra consular service processes registration of births (children aged 0-14), marriages and deaths that occurred in Australia, New Zealand or other countries in the region, for onward registration in the relevant municipality in Kosovo. This requires the parties to attend in person with the international certificate (birth/marriage/death), Kosovo birth extracts, and identity documents; a consular fee of 40 EUR applies (paid in AUD at the daily rate). Citizenship: the consular service accepts applications both for acquiring and for releasing (renouncing) Kosovo citizenship - including for minors, submitted on behalf of the parents. Decisions are taken by the Citizenship Commission within Kosovo's Ministry of Internal Affairs. The full document lists are published on ambasadat.net. Voting from abroad: Kosovo's Central Election Commission (KQZ - Komisioni Qendror i Zgjedhjeve) lets Kosovo citizens living abroad register and vote in elections. You register through the diaspora platform at https://diaspora.kqz-ks.org (or by post to KQZ's PO box in Kosovo). At registration you choose your voting method - in person at a Kosovo diplomatic mission, or by post. Registration is only open during a set application window before each election (for example, per KQZ announcements, 6-17 May 2026, and 26 November-6 December 2025). IMPORTANT: these rules and especially the application dates change for every election - as of KQZ information seen in July 2026, verify the current window and procedure directly on kqz-ks.org / diaspora.kqz-ks.org before each vote. Homeland legal matters: the Canberra consular service issues verifications/certifications of many kinds (e.g. confirmation of citizenship, individuality/identity confirmation, confirmation for return of a deceased Kosovo citizen's remains, confirmation of the authenticity of documents). The fee for a verification is 30 EUR (paid in AUD at the daily rate to the embassy account above). Verifications that require checks in Kosovo are issued only after confirmation from the responsible authorities and not immediately. Where a matter in Kosovo (e.g. property, court, inheritance) requires you to act through someone else, a notarised authorisation (power of attorney / akt noterial) may be required - contact the consular service to confirm the exact documents for your situation.
