North Macedonia

The MFA states that the passport is an electronic identity document issued to citizens of North Macedonia for travelling and staying abroad and for returning to the country, and it can serve as proof of identity and citizenship while abroad. Travel-document applications are handled through the diplomatic-consular representations (the Melbourne consulate or Canberra embassy for people in Australia). The MFA lists what to enclose with the application form depending on the case: first-time application (Certificate of Citizenship, Extract from the Register of Births, an identity document, and a valid residence permit where relevant); regular replacement (old expired travel document plus residence permit where relevant); duplicate after loss/theft (Certificate of Citizenship, Extract from the Register of Births, an identity document, a police report translated into Macedonian, a personal statement, and publication of the loss in the Official Gazette of RNM); and early replacement due to damage, coming of age or change of personal data (submit the original document). The MFA also points applicants to https://mvr.gov.mk/upravni-rab/1 (Ministry of Interior) for more on applying for a travel document. Separately, an Emergency Travel Document (ETD) is a personal document for a citizen who is abroad without a passport and serves only for returning to North Macedonia; it is valid for 30 days from issue or for the time needed to return. To obtain an ETD the MFA lists: a hand-filled request (for a minor, submitted by both parents or the guardian), two photos 3.5 x 4.5 cm, an ID or other valid document verifying identity, proof of citizenship, and proof of consular fee paid. Fees quoted by the MFA are in euros under the Law on Administrative Fees (e.g., ETD 30 euros without MOI approval, plus 6 euros delivery within Europe or 9 euros outside Europe); for countries using a currency other than the euro the fee is payable in the national currency. Confirm current fees and the exact document list with the Melbourne consulate before applying.

Civil-status records: The MFA explains that a child born abroad to North Macedonian parents can be registered in the Register of Births by submitting a request signed by both parents (written consent of the other parent if only one is a citizen), the original birth extract with an Apostille (if the country is party to the Hague Apostille Convention), and a certified Macedonian translation (unless the country is party to the 1976 Vienna Convention on multilingual extracts). Marriages concluded abroad and deaths of citizens abroad are similarly registered in the Register of Marriages and the Register of Deaths, with the relevant foreign extract and a certified Macedonian translation. Citizens can also procure extracts (certificates) from the Registers of Births, Marriages and Deaths through the consulate; the MFA quotes fees under the Law on Administrative Fees (e.g., 8 euros request + 12 euros service = 20 euros, plus delivery 6 euros within Europe or 9 euros outside Europe). Citizenship: The MFA states that citizens living or residing abroad for more than six months may apply for a Certificate of Citizenship of North Macedonia at the nearest diplomatic-consular representation; those entitled may also start the procedure for acquiring citizenship there. Renouncing citizenship is possible under set conditions (being 18+, settling property and public obligations, no pending criminal proceedings, and holding or being guaranteed a foreign citizenship, among others) with specified fees. Confirm the exact documents, Apostille and translation requirements, and current fees with the Melbourne consulate.

The MFA lists notarial services available at diplomatic/consular representations, which are useful for handling homeland legal and property matters from Australia: authentication of signatures (including on powers of attorney and statements), drafting a power of attorney, procuring certificates (extracts from the Registers of Births, Deaths and Marriages, certificates to repatriate human remains, Certificate of No Criminal Record from RNM, Certificate of Freedom to Marry from RNM), authentication of signatures and seals of officials, issuing Life Certificates needed to regulate the right to a pension from RNM (done in person with a valid ID), drafting wills, drafting agreements, and authenticating transcripts and copies. Each service has a fee under the Law on Administrative Fees (for example, authentication of a signature is 8 euros request + 13 euros service = 21 euros; drafting a power of attorney is 10 euros). A power of attorney arranged through the consulate lets a trusted person in North Macedonia act on your behalf in property, inheritance or administrative matters. Confirm the exact procedure, required identification and current fees with the Melbourne consulate.

Out-of-country voting in North Macedonia is administered by the State Election Commission (Državna izborna komisija, SEC/DIK; www.sec.mk), not by the MFA. In past presidential and parliamentary elections, citizens temporarily residing abroad have been able to vote at designated diplomatic-consular missions after applying to register within the deadlines the SEC announces for each election. These rules and deadlines are set separately for every election cycle and can change. As of July 2026 we were unable to confirm the current registration procedure, eligibility and deadlines from a specific SEC page, so this is flagged for re-check: before any election, confirm the current out-of-country voting rules directly with the State Election Commission (www.sec.mk) and with the Consulate General in Melbourne, which typically hosts polling for Victoria.
